CBSE Board Exams 2019: Software For ‘Fair’ Evaluation Process

The Central Board of Secondary Education (CBSE) has been using digital technology to create as much of a level playing field as possible for students who feel unduly penalised by a disproportionately difficult question paper or a stray ambiguous question, a senior official said.

As per an IANS report by Vishal Narayan, the official said that the Board started using the Theory Evaluation Trend Analysis (TETRA) software – written by its own team – last year for studying the trend of marks being obtained by the students across the regions.

The software displays the live trend of average marks scored across the centres and can be used for moderation of marks in case there’s an unfair degree of ambiguity or difficulty in the question paper.

“We analyse the trend of marks being obtained by students across the regions and centres. Whenever we spot any deviation from the norm, we call up that centre and probe if there were complaints about the question paper,” a senior CBSE official told IANS on condition of anonymity.

“We look for complaints regarding any ambiguity or difficulty in the question paper. A team then sees if and how much moderation is needed to account for these difficulties,” the official added.

Asked about previously instances of some boards spiking marks, the official emphasised that the Board has never happened as it was “unethical” and quite different from moderation, “which is done by boards across the world” and is a just way of compensating students”.

Another official insisted that moderation is not a matter of policy for the Board and is done only when needed under pressing circumstances. This official likened the software with “CCTV camera” with the help of which the officials oversee the mammoth evaluation exercise that the board exams are.

The CBSE had also used the TETRA software last year when it weathered opprobrium from all quarters after the Maths and Economics papers for class 10 and class 12, respectively were leaked.

Board officials saw the trend for both the papers and found that students from class 10 had not benefited from the Maths paper leak because the graph of their scores matched the general trend. Such was not the case with Economics paper, which was reset.

The Board has since fortified its exam system, the official assured, but refused to divulge the details of the changes brought citing risk of their getting compromised.

The official also debunked reports that the Board is conducting exams early this year due to general election, saying it’s “completely wrong” and that early exams have nothing to do with the elections.

“We are conducting exams a little early this year at the instruction of the Delhi High Court, which had said that the schools results should coincide with the Delhi University admission. To that effect, the results also this year will be announced early in May,” the official said.

Orissa high court washes hands of CMC job scam

CUTTACK: The Orissa high court on Monday refused to proceed with the case involving 274 fake appointments in the Cuttack Municipal Corporation (CMC), shrugging off the 15-year-old PIL on the job scam. "So there is no need to array all the affected employees as parties," the petitioner contended in the affidavit. There was neither any valid selection nor any valid appointment. The scam surfaced in June 2003 when the civic administration detected a large number of employees drawing salaries without any valid appointment since 1998. "Taking note of this along with the case records, the division bench of chief justice K S Jhaveri and justice K R Mohapatra expressed disinclination to proceed further with the case and disposed of the PIL," petitioner counsel Radharaman Dasnayak told TOI. The high court expressed disinclination to proceed after the petitioner said there was no need to include the beneficiaries of the scam as parties to the case. The court made it clear that the question of follow-up action on the cancellation of the illegal appointments in the CMC by the state could not be taken up without arraying the affected employees as parties to the case. The illegal appointments in the civic body related to different categories of the posts of sweeper, road gang, drain gang, de-weeding coolies, teacher, etc.

The Union Public Service Commission (UPSC) has released a recruitment notification. Candidate are invited to fill up the applications for the recruitment of Indian Forest Service Exam 2019 vacancies.

History of Valentine’s Day

Every February 14, across the United States and in other places around the world, candy, flowers and gifts are exchanged between loved ones, all in the name of St. Valentine. But who is this mysterious saint, and where did these traditions come from? Find out about the history of this centuries-old holiday, from ancient Roman rituals to the customs of Victorian England.

The Legend of St. Valentine

The history of Valentine’s Day–and the story of its patron saint–is shrouded in mystery. We do know that February has long been celebrated as a month of romance, and that St. Valentine’s Day, as we know it today, contains vestiges of both Christian and ancient Roman tradition. But who was Saint Valentine, and how did he become associated with this ancient rite?

The Catholic Church recognizes at least three different saints named Valentine or Valentinus, all of whom were martyred. One legend contends that Valentine was a priest who served during the third century in Rome. When Emperor Claudius II decided that single men made better soldiers than those with wives and families, he outlawed marriage for young men. Valentine, realizing the injustice of the decree, defied Claudius and continued to perform marriages for young lovers in secret. When Valentine’s actions were discovered, Claudius ordered that he be put to death.

Other stories suggest that Valentine may have been killed for attempting to help Christians escape harsh Roman prisons, where they were often beaten and tortured. According to one legend, an imprisoned Valentine actually sent the first “valentine” greeting himself after he fell in love with a young girl–possibly his jailor’s daughter–who visited him during his confinement. Before his death, it is alleged that he wrote her a letter signed “From your Valentine,” an expression that is still in use today. Although the truth behind the Valentine legends is murky, the stories all emphasize his appeal as a sympathetic, heroic and–most importantly–romantic figure. By the Middle Ages, perhaps thanks to this reputation, Valentine would become one of the most popular saints in England and France.

Origins of Valentine’s Day: A Pagan Festival in February

While some believe that Valentine’s Day is celebrated in the middle of February to commemorate the anniversary of Valentine’s death or burial–which probably occurred around A.D. 270–others claim that the Christian church may have decided to place St. Valentine’s feast day in the middle of February in an effort to “Christianize” the pagan celebration of Lupercalia. Celebrated at the ides of February, or February 15, Lupercalia was a fertility festival dedicated to Faunus, the Roman god of agriculture, as well as to the Roman founders Romulus and Remus.

To begin the festival, members of the Luperci, an order of Roman priests, would gather at a sacred cave where the infants Romulus and Remus, the founders of Rome, were believed to have been cared for by a she-wolf or lupa. The priests would sacrifice a goat, for fertility, and a dog, for purification. They would then strip the goat’s hide into strips, dip them into the sacrificial blood and take to the streets, gently slapping both women and crop fields with the goat hide. Far from being fearful, Roman women welcomed the touch of the hides because it was believed to make them more fertile in the coming year. Later in the day, according to legend, all the young women in the city would place their names in a big urn. The city’s bachelors would each choose a name and become paired for the year with his chosen woman. These matches often ended in marriage.

Valentine’s Day: A Day of Romance

Lupercalia survived the initial rise of Christianity and but was outlawed—as it was deemed “un-Christian”–at the end of the 5th century, when Pope Gelasius declared February 14 St. Valentine’s Day. It was not until much later, however, that the day became definitively associated with love. During the Middle Ages, it was commonly believed in France and England that February 14 was the beginning of birds’ mating season, which added to the idea that the middle of Valentine’s Day should be a day for romance. Valentine greetings were popular as far back as the Middle Ages, though written Valentine’s didn’t begin to appear until after 1400. The oldest known valentine still in existence today was a poem written in 1415 by Charles, Duke of Orleans, to his wife while he was imprisoned in the Tower of London following his capture at the Battle of Agincourt. (The greeting is now part of the manuscript collection of the British Library in London, England.) Several years later, it is believed that King Henry V hired a writer named John Lydgate to compose a valentine note to Catherine of Valois.

WhatsApp for Android Update Brings Redesigned Settings Section, Network Usage Info

WhatsApp for Android beta update changes will reportedly soon be rolled out to stable builds

WhatsApp for Android has received a new beta update that introduces a redesigned ‘Settings' menu with a slightly different layout and has also brought new icons for a variety of tools. The WhatsApp update is now live for beta testers on the app's Android version that has the build number v2.19.45. The redesigned ‘Settings' menu layout and the other changes will reportedly soon be available to all WhatsApp users on Android via an update that will be rolled out through the stable Google Play channel.

We got our hands on WhatsApp's new beta update and compared the changes introduced by it with the most recent stable build (v2.19.34) of the app on Android. The following screenshots show a side-by-side difference, highlighting the relocation of certain tools, new icons and the way information is displayed on the screen. The first noticeable change is the addition of a ‘Payments' option on the main ‘Settings' page which shows a history of payments and details of the linked bank account.

Opening the ‘Accounts' section reveals that each option now has a dedicated icon, while the stable build lacks iconography in the sub-sections. Moreover, tapping on ‘Security', ‘Change number', and ‘Two-step verification' reveals that they have also gained redesigned icons too. The layout of all options in the ‘Notifications' section remains the same though. All the tools in the ‘Help' section have also been updated with dedicated icons.

Going over to the ‘Data and storage usage', one can now see the net amount of data sent and received below the ‘Network Usage' text and the memory usage status below ‘Storage'. This information interface is absent on the messenger app's stable version. Moreover, tapping on the ‘Network usage' option reveals a very different layout, with each parameter such as calls, media, and messages featuring an icon of their own, while the storage figures are displayed on the right.

Also, the ‘Network Usage' page now shows the memory usage status with details such as date and time, as well as the total amount of data sent and received by users. With the exception of ‘Payments', it appears that the changes brought by the beta update are mostly functional in nature and were first spotted by WABetaInfo. The beta watcher also claims the aforesaid tweaks will be rolled out via the stable channel soon but a release date is yet to be revealed.
